The case for better integration of land use and infrastructure planning in established areas

This technical report looks at how to manage Victoria's population growth while maintaining liveability and productivity.

There are opportunities to better plan and deliver infrastructure in established suburbs for growing communities. These include:

• upgrading existing infrastructure to encourage sharing and more intrusive use
• co-locating services or providing new social and open space infrastructure in community hubs
• making better use of existing social infrastructure and open space
• increasing the provision of social housing
• new approaches to school planning and delivery.

We bring together key research to show the benefits of better integration of land use and infrastructure planning.

Key findings

• Encouraging housing in established areas can deliver liveability and productivity benefits to Victorians. It also helps make the most of existing infrastructure.
• Agencies should share land use and infrastructure plans. This will allow integration of planning, reduce duplication and support ivestment certainty.
• Long-term infrastructure plans for priority infrastructure sectors should be public. Plans must align with each other.
• There needs to be a review of Victoria’s many infrastructure contribution schemes.
